Dau Giay - Lien Khuong Expressway project identified in the road network planning period 2021 - 2030, vision to 20 50 approved by the Prime Minister in Decision No 1454/QD-TTg dated September 1, 2021. This is an expressway project that plays an important role in socio-economic development, national defense and security for Lam Dong province and the highlands region.
Dau Giay - Lien Khuong expressway project has a length of 200.3 km with the starting point at Km0 on National Highway 1A (about Km1829+850) coincides with Km54+794.07 of the Ho Chi Minh City - Long Thanh - Dau Giay highway project, about 2.7 km from Dau Giay junction to the North (in the commune of Dau Giay). Xuan Thanh, Thong Nhat District, Dong Nai Province) and the project end point at Km199+717.53 coincides with Km208+250 (about 5 km from the junction of National Highway 27 towards Da Lat city) on Lien Khuong – Prenn Expressway, Lam Dong province .
The Dau Giay - Lien Khuong Expressway section through Lam Dong province is about 140 Km long (from Km71 - Km199+717.53) passing through districts and cities: Da Huoai, Bao Loc, Bao Lam, Di Linh and Duc Trong.
Design scale: Expressway class A (according to TCVN 5729-97);
Design speed: Dau Giay - Tan Phu section (Km -Km74) design speed is 100-120 km/h; the section through Chuoi pass, Bao Loc pass (Km74-Km 115 intersects with the road to DamBri Waterfall in the North of DamBri Hydropower reservoir) design speed is 80 km/h; the section Bao Loc - Lien Khuong (Km115 to the end of the route) design speed is 100 km/h;
Scale of cross-section: Investment scale of Dau Giay - Lien Khuong expressway in the complete phase is uniform throughout the 4-lane expressway, roadbed width Bn=22m (section with design speed Vtk=80km/ h) and Bn=24.5m (section with design speed Vtk=100-120km/h), separating the middle by BTXM.
According to each stage of implementation and planning of the Dau Giay - Lien Khuong expressway project , there are specific investment methods as follows:
Component project 1: Dau Giay - Tan Phu (Dong Nai)
component project was built with an estimated investment of about 9,433 billion VND. According to the design, starting at Km0+000 at Dau Giay - Tan Phu expressway , starting at intersection with National Highway 1, section Km1829+500 (terminal point of highway Ho Chi Minh City - Long Thanh - Dau Giay) and at Km59+594 intersecting with National Highway 20 (Phu Son commune, Tan Phu, Dong Nai) forming the end point.
The total land use area is 460 ha, including: Thong Nhat district (64 ha), Xuan Loc district (16 ha), Dinh Quan district (160 ha) and the most Tan Phu district (220 ha). The form of investment in this component project is in the form of a public- private partnership , which has been assigned by the Prime Minister in Document No. 3637/VPCP-CN dated June 10, 2022 of the Government Office; The Prime Minister assigned the Ministry of Transport to be authorized unit to implement the Dau Giay - Tan Phu component project .
Component project 2: Tan Phu - Bao Loc expressway (Lam Dong)
On August 28, 2020, Deputy Minister of Transport Le Anh Tuan chaired a delegation of the Ministry of Transport to inspect the site of National Highway 20 restoration and improvement projects (Km0+00-Km123+ 105.7) in the form of a BT Contract; Investment project on construction of Dau Giay - Lien Khuong expressway (component 2, section Tan Phu - Bao Loc); National Highway 27 project, Lien Khuong bypass with Lam Dong Provincial People's Committee; based on the notice of conclusion No 393/TB-BGTVT on September 11, 2020 on the conclusion of Deputy Minister of Transport Le Anh Tuan with leaders of Lam Dong People's Committee on the implementation of a number of traffic construction projects in Lam Dong province for the Tan Phu - Bao Loc section, the notice clearly states:
The Ministry of Transport proposed Lam Dong Provincial People's Committee to study and consider the performance of functions and tasks of competent state agencies to organize the implementation of the Tan Phu - Bao Loc Expressway Project in the period of 2021 - 2025 in the form of public-private partnership with the participation and support of the State;
In January 2021, Lam Dong Provincial People's Committee sent an official letter requesting the Prime Minister's permission to prepare for the implementation of the Tan Phu (Dong Nai) - Bao Loc (Lam Dong) expressway project, about 67 km long with scale of 4 lanes on the Dau Giay - Lien Khuong expressway. Lam Dong Provincial People's Committee proposed the Prime Minister to assign Lam Dong province to be the competent agency to organize the implementation of the Tan Phu - Bao Loc expressway project in the period of 2021 - 2025 in the form of PPP, with the participation of the Prime Minister. State support.
On the afternoon of January 22, 2021, the Prime Minister held a meeting with leaders of Lam Dong province with the participation of central ministries and departments. On February 4 , 2021 , the Government Office issued Notice No. 24/TB - VPCP announcing the conclusion of Prime Minister Nguyen Xuan Phuc at the meeting on the implementation of the Tan Phu - Bao Loc expressway project . Accordingly, the Prime Minister agreed in principle to assign Lam Dong Provincial People's Committee to be the competent agency to organize the implementation of the construction investment project of the Tan Phu (Dong Nai) - Bao Loc (Lam Dong) expressway in the period of 2021 - 2025 under the PPP method, with the participation and support of capital contribution from the State. Total investment is expected to be about VND 18,200 billion , of which capital arranged by investors is about 9,700 billion VND (in the immediate future, 5,000 billion VND will be arranged for implementation); The state budget capital participating in the project is expected to be allocated in the medium-term public investment plan 2021-2025 about 9,700 billion VND, of which the central capital will arrange about 50%, the remaining local capital is about 50 %. The Prime Minister assigned Lam Dong Provincial People's Committee to urgently organize the preparation of a pre-feasibility study report (in which, clarifying the financial plan for mobilizing capital sources for the project implementation: state budget capital, state capital, etc.) investment, credit, local government bonds and other lawful capital sources as prescribed by law), report to the competent authority for approval of investment policy as soon as possible. In the past time, Lam Dong province has taken steps in accordance with regulations and has been interested and supported by ministries and departments. But the process of implementing this project is related to 02 provinces: Dong Nai and Lam Dong, so Lam Dong province is currently continuing to complete the contents to submit to the Prime Minister for decision on investment policy.
After completing these two component projects, the travel time from Ho Chi Minh City to Bao Loc will be significantly shortened and traffic will be extended on National Highway 20; At the same time, it will overcome the traffic jam at Bao Loc pass .
Component project 3: Bao Loc - Lien Khuong (Lam Dong)
Bao Loc - Lien Khuong expressway project is located in Lam Dong province, with a length of 73.5km . This is the final segment in the Dong Nai - Lam Dong inter-provincial highway construction project. The starting point of the project is located at Km126+360, intersecting with National Highway 55 (Km237), in the territory of Loc Phat ward, Bao Loc city, the end point of the project is at Km199+717, intersecting with the Lien Khuong expressway - Prenn belongs to Hiep Thanh commune, Duc Trong district, Lam Dong province.
Total investment capital for the final phase is VND 14,383 billion.
phase 1, Bao Loc - Lien Khuong Expressway will be invested with 4 lanes, 17m wide roadbed, no emergency stop lane, design speed 80km/h. When the investment is complete, the project will meet the standard of 4-lane highway, roadbed width 24.75m, design speed 100km/h.
When the project comes into use, this will be an expressway according to grade A standards, with 4 lanes, an emergency stop lane and a collection road; can travel at speeds from 80 to 120km/h. When the project is completed, it will shorten the travel time from Ho Chi Minh City to Da Lat to only 3 hours.
On June 13, 2022, Deputy Prime Minister Le Van Thanh chaired the meeting, the Government Office announced the conclusion No. 184/TB-VPCP dated June 25, 2022 notifying the Deputy 's conclusion. Prime Minister Le Van Thanh at the meeting on reviewing the implementation progress of expressway projects Tan Phu (Dong Nai) - Bao Loc (Lam Dong), Bao Loc - Lien Khuong according to In the form of public-private partnership and the project of upgrading and expanding Prenn Pass in Lam Dong province, the Deputy Prime Minister requested the ministries and branches to continue supporting Lam Dong province based on their functions and tasks to deploy the project.
Through the overall study, when implementing the Dau Giay - Lien Khuong expressway project, it will be completed will create an important and breakthrough driving force contributing to the socio-economic development of Lam Dong province in the future; At the same time, it will positively impact and create breakthroughs in a number of national and international fields:
1/ Creating links in the Central Highlands and South Central provinces in the future with breakthroughs in socio-economic and national security
Link with Truong Son Dong Road
Truong Son Dong Road is a traffic axis through 7 central provinces and Central Highlands starting from Quang Nam province, passing through Kon Tum, Gia Lai, Binh Dinh, Phu Yen, Dak Lak and Lam Dong ending at Da Lat with a length of about approx. 700km, parallel to Truong Son Tay road and National Highway 1A. The Truong Son Dong Highway will be a very important regional transport axis, will shorten the travel time from Da Lat to the provinces of the Central Highlands and the Central Highlands, expected to be completed before 2023; at the same time , upgrading the provincial road DT.725 which has been invested in, combined with opening some new sections (about 06 km) with a total length of 140 km from Da Lat city to Da Teh district into Truong Son Dong-oriented national highway. Construction planning of Lam Dong province to 2035, vision to 2050 has been approved by the Prime Minister in Decision No. 1848/QD-TTg dated December 27, 2018.
Planned expressways up to 2030
Road network master plan for the period 202 1 -2030 , vision to 20 50 approved by the Prime Minister in Decision No 1454/QD-TTg dated September 1, 2021; Central region and Central Highlands will add a number of connecting highways such as Da Lat - Nha Trang expressway; Da Lat - Phan Thiet; Lien Khuong - Buon Ma Thuot.
