The application of e-invoices contributes to changing the operational and management methods carried out by tax agencies, as well as impacting both people and businesses in a positive and modern manner.
Prime Minister Pham Minh Chinh addresses the announcement ceremony
Prime Minister Pham Minh Chinh emphasized this point at a ceremony held on April 21 aimed at debuting the national e-invoice system organised by the General Department of Taxation of Vietnam under the Ministry of Finance.
The Government leader highlighted the digital transformation process as an inevitable trend that is widely taking place both nationwide and the globally. The Vietnamese Party and State therefore attach great importance to the transformation process and consider this to be one of the primary tasks.
The PM therefore asked the tax sector to intensify the application of modern technology in management, while also ensuring the simplest and easiest tax declaration and payment. This will make it possible for 100% of tax-related administrative procedures to be carried out by electronic means connected to the National Public Service Portal.
The application of e-invoices will bring about an array of benefits to help to reduce the time and cost of invoices for businesses whilst limiting fraudulent acts relating invoices.
PM Chinh emphasised the necessity of going ahead with promoting the application of science, technology, and innovation to create breakthroughs in tax management. Putting people and businesses at the centre of the plan as the driving force of digital transformation, both people and businesses must also become involved in the digital transformation process.
An overview of the ceremony
The tax sector needs to remain steadfast in its goal of developing a system of tax policies that are synchronous, unified, transparent, fair, efficient, and highly stable that fall in line with the socialist-oriented market economy institution and the Tax Reform Strategy for the 2021 to 2030 period, the Government chief emphazised.
PM Chinh also urged the Ministry of Finance, the tax sector, and relevant ministries, sectors, and localities to immediately and completely handle difficulties and obstacles faced by institutions, mechanisms, policies, competence, and responsibilities during the implementation process.
Upon addressing the event, Minister of Finance Ho Duc Phoc said the e-invoice system will help create an equal, transparent, and favourable business environment for people and enterprises as a way of improving labour productivity and carry out the national digital transformation strategy.
Successes in the first phase of e-invoice application have provided an important prerequisite for the second phase to be implemented nationwide so as to ensure the compatibility, consistency, and widespread coverage of e-invoices, he went on to say.
All the organisations and enterprises in the six localities becoming involved in Phase 1, including Hanoi, Ho Chi Minh City, Hai Phong, Quang Ninh, Binh Dinh, and Phu Tho, have to date shifted to e-invoices.
Phase 2 will be conducted in the remaining 57 provinces and cities with the aim of all tax payers nationwide using e-invoices by July 1 this year.
